Korea Emissions Trading Scheme (K-ETS) is a compliance market where regulator decisions on evidentiary requirements carry the force of law. Property-based per-tonne disclosure is the regulatory-design approach that preserves technology neutrality, minimises compliance burden, and raises the evidentiary floor. The argument is the same in every compliance market: regulators should prescribe properties, not technologies.
